The Institute of Chinese Studies (ICS) continues to carry out its regular activities related to disseminating informed analysis and generating debates and discussions covering a gamut of themes related to China and East Asia.

 

EVENTS AND ACTIVITIES

 

The ICS organised a total of three seminars, three panel discussions and two special events in December 2022 and January 2023.

 

JANUARY

 

The first seminar for the month was held on 11 January 2023 on Health Service Systems in China: Challenges in the times of Covid-19. The speaker for the session was Dr. Madhurima Nundy, Fellow in Health and Human Development at the Centre for Social and Economic Progress, New Delhi. The talk focused on the past and present reforms in China, what it means for the future of health systems in China, and lessons that can be drawn from other health systems. The second seminar was held on 18 January 2023 on Space Capabilities and China’s Military Strategy. The speaker for the session was Prof. S. Chandrashekhar, JRD Tata Visiting Professor at the National Institute of Advanced Studies, Bengaluru. The discussion focused on China’s space capabilities in the broader context of China’s growing military might and also examined the challenges faced by China in developing its space programme. Lt. On  25 January 2023, a special event was organised on The Expanding Scope of China Studies in Public Health in India: Institutional Collaborations and Networks. The speakers were Prof. Patricia Uberoi, Emeritus Fellow at the Institute of Chinese Studies (ICS), Delhi, Prof. Rama V. Baru, Professor at the Centre of Social Medicine and Community Health, Jawaharlal Nehru University, and Honorary Fellow, Institute of Chinese Studies, Delhi, India, and Dr. Madhurima Nundy, Fellow in Health and Human Development at the Centre for Social and Economic Progress, New Delhi. The discussion focused on the launch of the ICS-CSMCH Public Health Resource Portal, which aims to expand the scope of China Studies in public health and assist scholars interested in engaging with this area. DECEMBER

 

On 7 December 2022, a seminar was held on the Politics and Policies of State-Owened Enterprises in the Jiang Zemin Era. The speaker for the session was Dr. Priyanka Pandit, Assistant Professor at Shiv Nadar University, Delhi-NCR. The discussion focused on the nuances of state-market relations under Jiang Zemin through an analysis of state enterprise management. It also shed light on Jiang's theory of the 'three represents' and how he sought to replace the idea of class warfare by providing a neo-utilitarian justification for his reform agenda. The session was chaired by Prof. Alka Acharya, Honorary Director, ICS and Chairperson at the Centre for East Asian Studies, SIS, Jawaharlal Nehru University. (YouTube) (SoundCloud)

 

The first panel discussion for the month was organised on 12 December 2022, in collaboration with the Atlantic Council (South Asia Center), Afro-Sino Centre of International Relations (ASCIR), Ghana on Coexisting and Competing with China in Africa: Indian Perspectives in Ghana. The panelists for the discussion were Dr. Veda Vaidyanathan, a multi-disciplinary researcher specialising in Asia-Africa interactions, Associate at the Harvard University Asia Center and Visiting Associate Fellow at the Institute of Chinese Studies (ICS), New Delhi; Mr. Arhin Acheampong, an International Development and Security expert with an MA degree in International Security from the Josef Korbel School of International Affairs, University of Denver, and Ms. Sanusha Naidu, a foreign policy analyst. Prof. Alka Acharya, Honorary Director, ICS and Chairperson at the Centre for East Asian Studies, SIS, Jawaharlal Nehru University, delivered the special remarks in the session. The session was moderated by Dr. David O. Shullman, Senior Director, Global China Hub at the Atlantic Council, where he leads the council’s work on China. The panel discussion was based on a forthcoming paper that examines how Indian businesses can compete in African markets that are already deeply integrated with Chinese businesses and supply chains. The panel elaborated on the findings of the research conducted by the report’s authors, including interviews with representatives of twelve Indian companies in Accra and Tema in August 2022, as well as with local Ghanaian businesses, academics, tribal chiefs, and trade union representatives. On 14 December 2022, the second panel discussion for the month was held on Foreign and Economic Strategies of a Globalizing China and India-China Relations during the period of Jiang Zemin (1926-2022). The speakers for this session were Mr. Ashok K. Kantha, former Ambassador of India to China; Honorary Fellow & former Director, Institute of Chinese Studies, New Delhi, and Mr. Santosh Pai, Honorary Fellow & Treasurer, Institute of Chinese Studies; Partner, Link Legal, New Delhi. The discussion shed light upon Jiang Zemin’s Legacy in PRC’s foreign and economic policy, and also looked specifically at Sino-Indian relations during this period. Another special event was organised on 16 December 2022, titled The Limits of Tolerance: China’s Zero-Covid Policy and Societal Response. The speakers for the session were Dr. Jabin Jacob, Associate Professor at the Department of International Relations and Governance Studies at Shiv Nadar University and Honorary Fellow at the Institute of Chinese Studies (ICS), Dr.  Rityusha Mani Tiwary, Assistant Professor, Department of Political Science, Shaheed Bhagat Singh College, University of Delhi and Honorary Fellow at the Institute of Chinese Studies (ICS), and Dr. Bhim Subba, Assistant Professor at the Department of Political Science, University of Hyderabad and Visiting Associate Fellow, Institute of Chinese Studies (ICS), New Delhi. The discussion highlighted the impact of the Zero-Covid on Chinese society, the resulting protests among the Chinese masses, and what are the implications of these protests for the Communist Party of China as well as for Xi Jinping’s leadership. The third panel discussion of the month was held on 21 December 2022 on the ICS-HYI Doctoral Fellowship in China Studies. The speakers for this discussion were Dr. Shanky Chandra, Assistant Professor and Head of the Chinese Studies Department. School of Languages at Doon University, Dr. Nishit Kumar, a trained sinologist currently working as a Research Analyst at the Centre for Contemporary China Studies, Ministry of External Affairs, Govt. of India, Ms. Saloni Sharma, a doctoral candidate in Chinese Studies at the Centre for Chinese and Southeast Asian Studies, School of Language, Literature and Culture Studies, Jawaharlal Nehru University, and Mr. Pawan Amin, a doctoral candidate at the Centre for East Asian Studies, School of International Studies, Jawaharlal Nehru University. The panelists shared their experiences as recipients of the prestigious fellowship and elaborated on how it has helped them evolve as scholars. PUBLICATIONS

 

Heribert Dieter, Senior Fellow, German Institute for International and Security Affairs, Berlin and Adjunct Professor, National Institute of Advanced Studies, Bengaluru, wrote on China’s Obscure Economic Prospects and Effects for the Communist Party, which was published as an ICS Working Paper in the month of January 2023.

 

 

FACULTY UPDATE

 

JANUARY

 

Alka Acharya, Honorary Director, Institute of Chinese Studies (ICS); Chairperson, Centre for East Asian Studies, School of International Studies, Jawaharlal Nehru University, Delhi, was invited to speak in an international webinar on Moscow and China-India Relations: Understanding the Complexities beyond Eurasia, where she spoke in Panel 1 titled “Moscow and China-India Relations”. The webinar was jointly organised by the Stockholm Center for South Asian and Indo-Pacific Affairs, Institute for Security and Development Policy (ISDP), Stockholm and the United States Institute for Peace (USIP), Washington DC, on 23 January 2023.

 

Anand P. Krishnan, Visiting Associate Fellow at the Institute of Chinese Studies (ICS), authored a chapter titled 'Worlds of work in the Belt and Road—Analysing dynamics of labour in Chinese enterprises in Africa' in a volume titled, The Belt and Road Initiative in Asia, Africa, and Europe, edited by David Arase and Pedro Miguel Amakasu Raposo de Medeiros Carvalh, and published by Routledge, London, 2023.

 

Hemant Adlakha, Associate Professor, Centre for Chinese and Southeast Asian Studies, Jawaharlal Nehru University, New Delhi; Vice-Chairperson and Honorary Fellow at Institute of Chinese Studies (ICS), presented a paper titled “The Indo-Pacific and Emerging Strategic Dynamics in ASEAN, South, and Southeast Asia: Is China “a large frog in a much larger pond”?” at an international conference on India-ASEAN Connect: Shared Values and Common Destiny. The conference was jointly held by the Chennai Centre for China Studies (C3S) and the National Maritime Foundation (NMF), Tamil Nadu Chapter, in Chennai on 20 January 2023.

 

Rajiv Ranjan, Associate Professor, College of Liberal Arts, Shanghai University and Adjunct Fellow, Institute of Chinese Studies (ICS), presented a paper titled “Reading the Chai leaves: China in India’s National Security Discourse” at an international conference on India’s National Security Policies, Strategies and Challenges at University of Rajasthan, Jaipur on 20-21 January 2023. He delivered a special lecture on “China, India and G20: Debating the New Power Equation” at the Department of Political Science, University of Calicut, on 29 January 2023. He co-authored a chapter with Prof. Sreemati Chakrabarti titled “The Epistemic Chineseness in Ideology: A Study of Early Post-Cultural Revolution Period” in Chih-yu Shih et al. (Ed), Studies of China and Chineseness since the Cultural Revolution, Volume 1: Reinterpreting Ideologies and Ideological Reinterpretations, World Scientific, Singapore published in 2023.

 

Zorawar Daulet Singh, Adjunct Fellow, Institute of Chinese Studies (ICS), presented a paper on Indian Geopolitics in a Multipolar World in a virtual seminar organised by the Indian Council of World Affairs (ICWA) on Celebrating 75 Years of Indian Foreign Policy on 18 January 2023.

 

DECEMBER

 

Jabin T. Jacob, Associate Professor, Department of International Relations and Governance Studies, Shiv Nadar University, India and Honorary Fellow, Institute of Chinese Studies (ICS), was invited as a speaker for a panel discussion China and the Emerging World Order held at the Military Literature Festival, Chandigarh on 3 December 2022.

 

Kamal Sheel, Adjunct Fellow, Institute of Chinese Studies (ICS), delivered a keynote address on “Territorializing the Nation: Huang Maocai and the Southern Silk Route”. He also chaired a session on "India, China, and Japan: Historical Connections" at the National Conference on “India-China Relations and the Way Forward” held at Visva-Bharati, Santiniketan, from 1-2 December 2022.

 

Rityusha Mani Tiwary, Assistant Professor, Department of Political Science, Shaheed Bhagat Singh College, University of Delhi and Honorary Fellow at the Institute of Chinese Studies (ICS), was invited as a speaker on Bharat-Cheen Sambandhon ka Samkaleen Pariprekshya for the NIEPA-BHU Workshop on Social Sciences and Humanities: Deliberations and Academic Writing in Hindi, organised by MMV, BHU in collaboration with NIEPA, New Delhi on 12-13 December 2022. She also participated in and convened an international conference on Trends in Federalism: Expanding Horizon, Exploring New Terrains'' organised by the Department of Political Science, Shaheed Bhagat Singh College, the University of Delhi in collaboration with the Comparative Federalist Research Group of the Department of Political Science, University of Delhi, Bharati College, Satyawati College and Atma Ram Sanatan Dharma College, University of Delhi on 10 December  2022, at the Institute of Life Long Learning, University of Delhi.

 

Usha Chandran, Assistant Professor, Centre for Chinese and South East Asian Studies, School of Language, Literature and Culture Studies, Jawaharlal Nehru University and Adjunct Fellow, Institute of Chinese Studies (ICS), presented a paper titled “Covid-19 Era and the Resurgence of Gender Discrimination - Comparing China and India” at the National Conference on “India China Relations and the Way Forward”, Visva-Bharati, Santiniketan from 1-2 December 2022.

Anand P. Krishnan, Visiting Associate Fellow at the Institute of Chinese Studies (ICS), was interviewed on India's continuing Trade Deficit with China even amidst the latest round of tensions at Tawang by Navbharat Gold (in Hindi) on 16 December 2022 and by Alghad TV (an Arabic news channel based in Egypt) on 15 December 2022, on the Latest round of Tensions at Tawang between Indian and Chinese forces.

 

G. Venkat Raman, Professor in the Area of Humanities and Social Sciences, Indian Institute of Management, Indore and Adjunct Fellow at the Institute of Chinese Studies (ICS), reviewed a book titled, China After Mao: The Rise of a Superpower for The Hindu BusinessLine on 7 December 2022. He was invited to a podcast on US-China Tech War: The US is Weaponising its Global Influence hosted by Founding Fuel Podcast on 1 December 2022.
