The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) was held from 20-23 October 2014. Apart from the on-going Occupy Central democracy protests in Hong Kong, the Plenum was conducted without any other political complication. ‘Rule of law’ was the central theme of the Plenum; it was for the first time that such a topic had been adopted for discussion at a Plenum.
