Abstract

The Fifth Plenum of the Communist Party of China’s 19th Central Committee was held on 26-29 October 2020. These routine meetings are held following every party congress especially since the gaige kaifang period having different themes—policy agenda, party building, law and social and economic plans. However, the recent fifth plenum has been held at the backdrop of the COVID-19 pandemic and changing geo-economic and political environment, but also the important quinquennial meeting on China's 14th Five Year Plan 2021-25.
