Understanding China's Naval Shipbuilding Industry: Lessons India can learn

Abstract

The presentation will examine the major shipbuilding programmes of the PLA Navy with the purpose of assessing the capabilities of shipyards engaged in their construction. It will analyse the reasons behind their ability to convert capital into assets in an efficient, time bound and cost effective manner. It will address their organizational structure, scale and best practices with the aim of identifying those tenets that could be adopted by Indian shipyards to boost efficiency. It will conclude by making some recommendations for our yards.

About the Speaker

R Adm. Monty Khanna, AVSM, NM is an alumnus of the National Defence Academy, Khadakwasla, he won the 'Best Naval Cadet' award, 'Binoculars' as well as the Midshipman 'Sword of Honor' during his formative years. He is a submariner and has specialized in Navigation and Direction. Appointed on the commissioning crew of Indian Naval Submarines Sindhuraj and Sindhukirti as the Navigating Officer, he later served as the Executive Officer of Indian Naval Submarine Sindhuvijay. His afloat commands include Indian Naval Submarine Sindhuvijay and the Frigates Krishna and Gomati. In addition to tenures as Naval Assistant to the VCNS and Flag Officer Commanding-in-Chief, Western Naval Command, he was also the Naval Attaché at the Embassy of India, Washington D.C.  On promotion to Flag Rank, he was appointed as the Assistant Chief of Naval Staff (Foreign Co-operation & Intelligence) and was the Commandant of the Naval War College, Goa prior to assuming his current assignment as Chief Instructor (Navy), Defence Services Staff College, Wellington.

He is a graduate of the Defence Services Staff College, Wellington, College of Naval Warfare, Mumbai and Naval War College, USA. He was awarded the Nao Sena Medal in 2000 and the Ati Vishisht Seva Medal in Jan 2017. He has published over 15 articles in professional journals and delivers lectures on a wide variety of subjects that include Leadership, Naval and Military Strategy, Geo-Politics of the Indo-Pacific, Growth of the PLA Navy, Submarine Service of the PLAN, Security Implications of the BRI, Higher Defence Organisation and Restructuring our Armed Forces. He has spoken at the IONS Conference, Cape Town, Fullerton Forum, Singapore, Centre for Naval Analysis, Washington D.C., National Defence College, Naval War College, Army War College, College of Defence Management, Takshashila Institute and at the Lal Bahadur Shastri Administrative Academy, amongst others.
